A layer of ice coats the edge of a water-swollen gutter, the result of an underground fire hydrant valve break along Jackson
Street in the background, while Paducah Water employees use a jack-hammer to break the street apart to begin repair work near
21st Street on Tuesday. Workers found a fire hydrant valve used to isolate the hydrant from the water main had a broken bolt
resulting in a rupture. The utility was forced to break the pavement to relieve water pressure and repair the malfunction
while gushing water pooled and froze in the single digit temperatures Tuesday morning.
